Windows has 2 context sensitive areas - with the folder selected - no create folder RMB - with folder not selected - create folder RMB - and teh folder is created in the current directory.

the problem seems to me that RMB and the Edit-Create New Folder give different results as described above.

what about specifying in the create folder dialog, where the folder is created - in current directory - in subdirectory <dirname> so the user could read ;-) what is going to happen.
IMHO works good in 3.4 no more "create Folder" in RMB when hoovering over directory-names.
