Version:            (using KDE KDE 3.1.93)
Installed from:    Compiled From Sources
Compiler:          gcc version 3.2.3 20030422 (Gentoo Linux 1.4 3.2.3-r2, propolice) Kde was compiled using default Konstruct CFLAGS

this is similar to bug #67192
The workaround is also similar

cd (KDEPREFIX)/etc/xdg/menus
ln -s default_kde-information.menu kde-information.menu
