Version:           4.0 (using KDE 3.1.92 (CVS >= 20031007),  (testing/unstable))
Compiler:          gcc version 3.3.2 20031005 (Debian prerelease)
OS:          Linux (i686) release 2.4.21-hadron

After updating to the latest CVS snapshot (from http://oberlin.cems.umn.edu/kdecvs/debian), the MacOS-style toolbar flickers rapidly, even when I'm not doing anything. Flickers more when switching to a different app, and seems to slow the whole desktop down.

Turned it off in the control center, and the problem does not occur with menubars in the application windows.

(This happens consistently. It's clear that setting this preference triggers the above results in top.)

The same happens when you select the Desktop menubar preference.
