This is solved by installing the libart_lgpl-devel RPM on RH9. Perhaps configure should catch this dependency. Also, perhaps this dependency should be documented on the requirements page for the alpha version.
Sorry, but kdevelop isn't using that library itself, but some library it uses, drag it in. That's a broken dependency in your installation. If you had compiled all yourself from source, you wouldn't see the problem, so report the problem to RH.
