Installed from:    Mandrake RPMs
OS:          Linux

When I start browsing files in konqueror, it crashes
When I start browsing websites in konqueror, all is fine. Even file:/usr/share/doc/HTML/index.html opens by default normally.

I have ALT Linux destro (based on Mandrake)
FS: ReiserFS

then please report it to your distribution. You might want to update to 3.1.3 too

Report to my distro releaser? Hm... It is weird. 
Actually I solved my problem. I deleted ~/.kde/share/apps/konqueror in /root and /home/* 
folders. The bug was somewhere there.
