Full Screen Mode is misplaced in the Tools menu, Hide Menubar is misplaced in the Select menu. Both belong together and should be placed either into Windows (preferably) or View menu.
This should at least partly have been resolved according to Bug 61764, yet it isn't in CVS from 2003-09-07.

Fullscreen mode is in View. If you see it in Tools, please remove 
$HOME/.kde/share/apps/kdevfullscreen/kdevpart_fullscreen.rc. 
Hide menubar should be in Settings because it is there for all other kde apps ;).
