Version:           Any (using KDE Devel)
Installed from:    Compiled sources
Compiler:          gcc 2.95.4 
OS:          Linux

If I choose Farsi as the default language of KDE and then enter a URL in 
the "run command" dialog, I get a notification window about the page being 
contacted...
Farsi is displayed as question marks in the titlebar of this window, as per 
the screenshot in the attachment.
The question mark problem exists also in the case of the Control Center, 
however not for the modules names, but for the title "Control Center" only.

I know that this issue has existed for other languages before, but it seems that the solution has not been a global one. Hence the bug trport again.

This problem has been reported many times, e.g. as in bug 24834.  
Another bug included a comment that this problem can be solved by setting values for 
LC_CTYPE and LANG prior to starting KDE. I can confirm this. If I set "export 
LANG=fa_IR.UTF-8" this problem seems to be gone. But as the problem occurs in two 
window titlebars only, at least as far as I can see, I considered it a bug and hence worth 
reporting.

You should have proper locale env. variables set while running KDE, as it's used also for sorting 
etc. The thing you consider a bug has been fixed in Qt-3.2.
