This feature allows to switch more quickly when you use the keyboard, not the mouse (open 20 windows and try to use "Window" menu from keyboard). The dialog has even completion entries for buffer name input component to simplify switching. Moreover, it may be extremely usefull for ex-emacs users.
Concerning Emacs, I don't think it is a particular example of good design ;-) I have hardly ever used this feature in Emacs, and I have never used it in kdevelop. I switch buffers on keyboard by "alt+left" and "alt+right" which is in my opinion more "visual" and a lot faster than typing the name. If you absolutely want to keep this feature, wouldn't it be more appropriate to move it in the "View" menu, with the other buffer switching options "Next Window" etc.. ? I have found it very unintuitive at its current position in the File menu.
Let it be in "View".
