Version:           4.0 (using KDE 3.1.3)
Installed from:    Mandrake Linux Cooker i586 - Cooker
Compiler:          gcc version 3.2.2 (Mandrake Linux 9.1 3.2.2-3mdk)
OS:          Linux (i686) release 2.4.21-0.25mdk

Note that this bug was not observed in KDE-3.1.2.

Steps to reproduce:

* Start a konqueror window

* Go to http://developer.kde.org/build/index.html

* If needed, shrink the window until the VSB (vertical scroll bar) appears

* Stretch the window horizontally _only_ and notice that the HSB (horizontal scroll bar) never goes away. Why ?

* Now stretch the window vertically _only_ till the VSB disappears. Notice that the HSB has disappeared too.

* Shrink the window vertically _only_ till the VSB reappears. Notice that the HSB has reappeared too.

Why does the HSB depend on VSB ? They are supposed to be inpedendent.
