Some of the contacts on my CL are displayed as offline although they are not.
I could reproduce this with licq 1.2.6 - online user in licq was shown as offline in Kopete. 
Also users of webicq (or whatever it is called, that java thingie you find on go.icq.com) are shown as offline.

Note that the link between client used and status shown might be only in my imagination.
Another thing I suspect is that some of the clients are on my serverside CL and some are not. But I cannot really test this as I don't know how. All I know is that after deleting my CL and contecting to ICQ server, only some of my former contacts are downloaded. And I am not sure if these somehow correlate with those with proper/faul online status.
