Two points: 1. I work many hours where I do not have access to the Internet. This documentation won't help me much. 2. Placing a URL in Kdevelop attracts much attention, so much so that a good site may be deactivated due to excess activity. I prefer that the documentation be pre-downloaded. I would also like this documentation to indicate it's source so that in time I may update it myself. TIA.

It is not really possible because topic files refer to various sites over the internet and that sites do not provide downloadable packages. And there is nothing we can do currently. We have no man power to fetch all that documentation and package it for download. Instead I'd like to propose you alternate solution - the "make available offline" function for every entry in documentation tree. That seems to be possible.
shipping all the documentation offline is a wontfix and apparently loading local documentation is already possible (wasn't aware of this earlier). so this is fixed.
