Compiler:          gcc 3.2.3

I know we have the "--nocrashhandler" parameter for every program, but many people whant that as grafical option. So I think it was a good ideer to add a checkbox to the crashhandlerdialog to switch the crashhandler for the next times off. And I think it was a good ideer, too to add a option to the kcontrol to switch the crashhandler globaly on/off.

There is $KDE_DEBUG set to 1 for the more knowledgeable user. And, since an application disappearing without a trace is quite confusing, GUI option always disabling the crash handler is hardly a good idea. We definitely don't want bugreports about how the user's application disappeared suddenly and that's it, no more details.
