I just tried to reproduce this with KMail 1.5.1 on SuSE 8.1 with the RPMs (kdenetwork3-mail-3.1.1-8.rpm) which I downloaded from the KDE website on March 21. It works as expected, i.e. I can't reproduce your problem. Which RPMs are you using and where did you get them from?
There is a package with version -35 (kdenetwork3-mail-3.1.1-35.rpm). That is the version that gives the error. My guess is for s Suse only error (introduced during distribution specific build).
It's indeed a SuSE specific problem. They patched their version of KMail with a wrong patch. Here you can find the older version of the SuSE package which doesn't contain the broken patch: http://www.mathA.rwth-aachen.de/~ingo/kdenetwork3-mail-3.1.1-8.i586.rpm I already contacted SuSE. Hopefully they will release a corrected package soon.
