It would be nice to dictate kget not to use all of the available bandwidth. Since absolute numbers are not possible anyway, it should be possible to tell the program to use a maximum of about 70% of the available bandwidth for all the downloads. 

So if the available bandwidth is measured to be roughly 80 kB / second (DSL), it should be possible to tell kget to use 75% or 60 kB (=480 kbit/s) maximum download bandwidth for all the downstreams.

For measurement purposes, it would be necessary to have all the current downloads run at 100% for 2 seconds and then reapply the handbrake and run in limited speed for another 58 seconds.

Yes I've got the same idea, it would be a great feature ! It would be 
convenient if it was integrated e.g. as a slider in the toolbar rather than in 
preferences.
