Version:           kdevelop20030121 (using KDE KDE 3.0.99)
Installed from:    Slackware Packages
Compiler:          gcc 3.2 slackware-current 2003-01-18
OS:          Linux

to reproduce:
open kdevelop
click project -> new project...
(don't choose anything for now)
location now points to /home/spec/
change location to any other dir, for example /home/spec/programming/

now choose project type (the main tree)
for example C -> Simple Hello world program

location changes back to /home/spec/ automatically

kde version is snapshot from 2003 01 21

Yeah, this always annoyed me as well. 
 
Fixed in CVS.
