Version:           unknown (using KDE 3.1.0 (RC5))
Installed from:    compiled sources
Compiler:          gcc version 2.95.3 20010315 (release)
OS:          Linux (i686) release 2.4.20

I have noticed this only in KDE 3.1.
The most that I use are having maximised windows.
When this setup is saved the app window get maximised the next time I
execute it.
What happens in KDE 3.1 is that when this already maximised
window is drawn not the whole screen is used.
There is some space between either the bottom or the top
of the screen and the app window.
The window buttons show state as maximised.
I have to un- maximise and re- maximise window to use whole screen.

How to reproduce(I hope):
Open an App(KMail for instance)
Maximise App Window
Quit App
Open App again
App Window should be maximised and you should see the effect.

 I cannot reproduce the problem. Please provide more detailed information (e.g. where is you 
panel located, does it happen with a newly created user, etc.).

it seems the problem is related to the window themes 
when using keramik as widget theme but kde2 as window decoration 
as i do then the described effect happens. other theme combinations might 
work too. 
i could reproduce the problem with a new user by doing the following 
1. create new user and start kde 
2. use default config 
3. change window decorations to kde2 
4. do as i described in my intial bug report

the bug is still in kde3.1 final, 
i have switched back to keramik window decorations, as this is annoying as hell. 
could you reproduce the bug with the additional description?

Can you please attach a small screenshot of the exact effect, as I cannot 
reproduce this either. It is possible you are using a small resolution, in which 
kwin mistakenly misinterprets kmail's size as being vertically maximized.

the window was opened by using new navigator window on another mozilla window
mozilla saves that windows should be opened maximised.
as you can see with the window buttons kwm thinks the window is maximised

I cannot reproduce the problem with KDE-3.1.3 when following the instructions from comment 
2 and the initial comment. 
When you see such window, could you run 'xprop', click on the window, and provide the input?
