Here is my .i18n:

LC_CTYPE=zh_CN
LANG=zh_CN
LANGUAGE=en_US:en
LC_MONETARY=en_US
LC_COLLATE=en_US
LC_NUMERIC=en_US
LC_TIME=en_US
LC_MESSAGES=en_US

If I cat a english-only text file in Konsole, some of the characters are mis displayed (kwrite actually too). Example, files containing 
�C (degree Celsius) are not displayed correctly.

If it can't be smart enough to take care all situations, there should be a menu item for selecting encodings to overwrite KDE default.

Are you getting empty squares instead of the characters you are expecting? If so it is a qt problem. The font substitution in Qt is not as good as it could be, and is especially a problem in CJK situations.

Really old bug; please upgrade to KDE 3.5.x
