Upon generating a normal kde application in
kdevelop. I discovered that ksgml2html and
sgml2html both where missing.
After some searches it seems that they should
have been in the kde-sdk package (this is version 3.0.1 of kde). I thought it might have
been that they just missed it out on slackware(8.1) compilation package but I tried to fetch also
the offical source. ftp://ftp.du.se/pub/mirrors/kde/stable/3.0.1/src/kdesdk/
and neither that one contained it!
Maybe its been planned to leave it out hence then it must be a bug that kdevelop promts for 
them up on generating kde-normal application.
In this way it doesnt do much good.
