Konsole 19.08 RC on Arch Linux...

STEPS TO REPRODUCE
1.  open Konsole
2. right click on its entry in plasma planel, select "Open a new tab" (Konsole opens a new window instead)
3. repeat the previous step: now a new tab opens as expected

Operating System: Arch Linux

yes, this is likely due to the plasma Konsole icon doesn't realize there's an already open Konsole.

It's not a new problem though, see bug#373440.

I'll mark it as duplicate.

The taskmanager context menu just runs "konsole --new-tab", and that's exactly what the other bug report is about.
