SUMMARY

On Kubuntu 19.04, using plasma-workspace 5.16.3-0ubuntu1~ubuntu19.04~ppa1 package from http://ppa.launchpad.net/kubuntu-ppa/backports/ubuntu, 
clipboard actions are disable by default, which is not a problem in itself.

But for a user to be able to enable them, he needs to go through the following convoluted path:

1. Open Klipper's configuration dialog
2. Click the "Shortcuts" tab
3. Figure out which shortcut is associated to the "Enable clipboard action" action (on my system: Ctrl-Alt-x)
4. Close configuration dialog
5. Eventually type the shortcut (Ctrl-Alt-x) to enable clipboard actions

This usability issue could be solved by adding an "Enable clipboard action" menu entry to the context menu showing up when right-clicking the Klipper icon.

The irony here (and what I came to report) is the documentation and at least one UI control refer to a "Enable clipboard actions" control - which does not exist. Attached is an error message that refers to it - but there is no such control when you right-click on klipper.

Even if the distro chooses to disable the actions by default, a less convoluted way to enable them would be:  context menu - Configure Clipboard - Action Menu - check 'Immediately on selection'.

The message in comment 2 appears if the automatic action popup is enabled and you click "Disable this popup" when it appears.  Unfortunately the message refers to the original "classic" version of Klipper which did have that action in its popup menu.  The message is still wrong because the action is now in its right click context menu, not the left click history list, and it is called "Automatic Action Popup Menu".
