In the Neon 5 ISO (24th Oct). When hovering mouse pointer over the task manager in the panel, the scrollwheel switches windows as expected. When the mouse pointer is moved right to the bottom edge of the screen this stops working.

The mouse scrollwheel still still switches windows correctly in Plasma 1 with the with the mouse pointer right at the bottom of the screen. This issue is present in Plasma 5 with both the standard and the 'icons only' task managers.

Forward wheel events inside panel view

This makes it also forward wheel events in the same fashion as it does with clicks.
Restores Fitt's law for taskmanager wheeling.
A similar patch for plasma-frameworks dialog is needed as well.
