SYSCONF_INSTALL_DIR by default goes to $prefix/etc, when installing to (for example) /usr this makes no sense and is highly confusing and inconsistent with most other build systems I have seen in the past.

SYSCONF_INSTALL_DIR should point to /etc when prefix is /usr.
