Running in ISO-10646-1/UTF-8 locale:

If I receive a mail encoded in ISO-8859-1 and copy an extract of it from kmail to another application (kate or emacs) the result is garbled. Tests using emacs showed that the selected text is sent by kmail to other applications using ISO-8859-1.

Actually works well here. It should of course use always unicode independant 
of your locale.
Does that also happen when copying from Konqueror?
Does it work better if you choose in KMail the option to use unicode fonts?

No never. I have not been able to reproduce the exact sequence of events
except that I once had a mail window from which copy/paste did not work 
because of encoding problems.
I'll send a followup once I find a way to reproduce it repeatedly.

Add the new email of the reporter to the CC list, he cannot access the original one anymore.
