all windows blink when cursor is already in the corner but is still in move

Reproducible: Always

Steps to Reproduce:
1.set Screen Edge action "Show Desktop" to react in 0 latency
2.move your cursor to the edge
3....
Actual Results:  
all windows blink

Expected Results:  
"show desktop" should hide all windows if they are showen and show if they are hiden

Screenedge handling has been reworked in 4.11 especially concerning the reactivation handling.
