I tried to install a new theme for the splash screen. I had no luck with any of the themes, it was always impossible to download, or i was instructed to open a browser.
After some research i found that indeed most splash themes point to nothing to non existing locations. I realize that this is not directly a bug of the kcm, but it feels like one.

My suggestion is to either remove the possibility to install splash themes trough the kcm (as it is simply not working) or filter the themes by first checking if the file indicated for the theme really exists on the server.
