The DPMS Power Saving Feature is active (and works perfectly) for one Monitor.  The other is unaffected and remains in 'normal' display mode even when the other has shut down correctly.
I am running X-Free86 4.0.3 as included in SuSE 7.2.  I am using a Matrox G400 Dual Head card with the drivers installed by my distribution.  The 'DPMS' option is set in both the 'Monitor' sections of my XFree86 Config file.  Both monitors are identicle (Sony Multiscan 200sf's) and are DPMS capable.
As Mutlihead support is an area of rapid development in XFree86 I am unsure whether this represents a bug in KDE2 or XFree86.  
In either case I suspect that the fix will be easy as one monitor works perfectly.
I have submitted Bug Reports to KDE & XFree86 projects.

i can confirm this with XFree86 4.3 on SUSE 8.2
