The Phonon KCM doesn't seem to be working as expected. The expected behavior being that the KCM updates the device list when a new device is added

Reproducible: Always

Steps to Reproduce:
0. Arrange a external webcam
1. Plug in external webcam
2. Remove external webcam
Actual Results:  
The webcam doesn't appear in the device list without logging out and in again

Expected Results:  
Device list should be updated as soon as a new device is plugged in

It should be resolved now, I guess.
