the problem is that I'm not allowed to touch any power management settings, and the error message says that the power management service is not running - but looking at the service manager, it says "spuštěno" (running) for "správa napájení" (power management)

Reproducible: Always

Steps to Reproduce:
1. try to configure powermanagement

Actual Results:  
all the settings are disabled, unreachable

Expected Results:  
settings are available

yes, I can, KDE 4.9.5

and it is even weirder now, as SystemSettings is kept grayed out even after leaving the powermanagement module, see the new screenshot

(yeah, not nice of me either, but we've moved and that machine doesn't serve as a desktop now, so I kinda lost interest in setting screenlock etc. there, until I'll have my computer desk set up again)

"spuštěno" means "running"

... yes, now it says "Nespuštěno" (not running) after start and I hit bug #323027 meanwhile

however, if I click "Spustit" ("Start"), it changes to "Spuštěno" (Running), but going to the powermanagement settings, there appears the same message about inability to load the module and so on

if I stop and start SystemSettings again, now it says "Spuštěno" ("Running"), while I'm still getting the same error

you have something really really broken with your KDE installation.
Can you put the output of:

 qdbus org.kde.kded

and

qdbus org.kde.kded /kded org.kde.kded.loadedModules

That shows the module loaded, is it still not working? do you still have the same problem we can see in the screenshot?
