KDE Help Center is not able to find the documentation on windows and display this:

The requested help file could not be parsed:<br/>c:/opt/kde/share/doc/html/en//skrooge/index.docbook

The file C:\Opt\KDE\share\doc\HTML\en\skrooge\index.docbook exists on my system.

Reproducible: Always

Steps to Reproduce:
Install an application on KDE (example: Skrooge)
Launch the help online with F1

Actual Results:  
The requested help file could not be parsed:<br/>c:/opt/kde/share/doc/html/en//skrooge/index.docbook

Expected Results:  
The documentation must be displayed
