Pressing on Change Tracker button in Trackers tab does nothing.

Reproducible: Always

Steps to Reproduce:
Press the button

Actual Results:  
Nothing happens

Expected Results:  
Dialog, allowing to change tracker appears

Relabel Change Tracker button into Switch Tracker to avoid user confusion, also add tooltip and only enable the button, when the torrent is private.
