scroll events to switch desktops is hard-coded into widget-pager and no configuration capability exists to disable.

opening this bug to track widget-pager since it is mentioned in bug 198661 and i could find no similar bug for pager.

Steps to Reproduce:
scroll with touchpad or mouse over pager.

Actual Results:  
desktop switch

Expected Results:  
offer the option to disable this behavior

Like the issue with the Task Bar, I find that I am constantly scrolling and switching desktops when I don't mean to. Please give an option to disable this!
