When i right click on a window title bar i see an item "Configure window behaviour...". When clicked takes it me to System settings where i can access Desktop Effects, Task Switcher, etc.
Today i was looking trough system settings trying to configure desktop effects, and the first thought was to go "Window Behaviour" item. But i couldn't find Desktop Effects submenu there, which confused me.
Then i uderstood what's happenning:
1. There is separate item in system settings to configure desktop effects.
2. A windows title bar menu item "Configure window behaviour..." takes me to a place which is not present in system settings

I suggest change menu title from "Configure window behaviour..." to something different, as it can confuse user who sees similar title ("Window behaviour") in system settings. I know they are related, but you saw my case.

Maybe change it to "Desktop settings"?

I'll score "Window Manager Settings" as a +2 alternative, 
and "Desktop Settings" as a +1.

But we CAN'T use "Desktop Settings", unless you're proposing to expand the Cashew's "Desktop Settings" (so that it covers all of kwin settings, too.) That would be a major change, probably not the best way to go -- because the Cashew's menu items are all quite short and simple.

Rename "Configure Window Behavior" to "Window Manager Settings"

The context menu entry to "Configure Window Behavior" opens the
configuration of the window manager and not about the window.
In the past the shown configuration dialog only contained entries
affecting the window behavior but that is no longer true for the
complete KDE 4.x series since Desktop Effects had been added to
the menu. This change in naming reflects the situation and should
help to remove confusion.

At the same time the entry is moved into the advanced section.
