Version:            (using KDE 4.4.2)
OS:                Linux
Installed from:    Archlinux Packages

If you toggle approved option in the toolbar then it works perfectly.
But if you press the down arrow, you need to press the Approved option to toggle the state of the target translation, and no popup option for that arrow anyway, so it would be nice to implement those facilities there, or simply not to handle this arrow I assume so. (I've tried more translation file format.)

SVN commit 1227937 by shaforo:

create states menu even for gettext files (with 'needs review' and 'ready' options).
i think this soultion will satisfy both
