If network manager gets disabled, the plasma applet gets greyed out, but doesn't let me re-enable it. I want a button to re-enable the network manager when this happens. The gnome network manager applet has a checkbox on the top to enable or disable network managing.

"Enable networking" check box is present in plasma widget and is functioning.
There are several patches in bug 238325 to improve the functionality (already committed upstream).
The part of the patch (patch4) for older knetworkmanager applet is not included in upstream, but Fedora packages include that.
