Regardless. This is kubuntu obviously. Kubuntu 9.10. Amd64 Steps to reproduce: 1) Open System Settings and navigate to splash screen configuration 2) Click on Get New Themes 3) Click on an Install button to get a new splash screen 4) The button should turn to Uninstall (occasionally this does not happen but only for certain items; if that happens, try a different item) 5) Close the dialog. Note that no new theme was installed. 6) In a shell or explorer, navigate to ~/.kde/share/apps/ksplash/Themes - Note there will be a new file in there. View it. Note it will be some HTML page directing you where to go download the actual file you need. If you download the file manually and then ask the configuration to read the file from the hard drive all is well. I can recreate the problem on Kubuntu Karmic 9.10 with KDE 4.3.2.
If the uploader of the theme did not provide a kde-look.org download file, but instead offers a linked web page for download, knewstuff cannot know which link on that page could potentially contain the files you want.
