When using the standard volume slider if one clicks it to change the volume we can see the slider, if we click it nothing happens but if we try to change the volume the slider closes and after that the volume notification appears. 

The netto result is that it is not possible to change the volume as long as the volume notification doesn't show because the slider will close. If let's say we try to change the volume again while the volume notification is still there we will be succesfull in changing the volume. 

It should be possible to change the volume at the first try and i guess the notification should be shown AFTER we changed the volume as it is obvious we open the volume slider to change the volume because it is either too loud or too quiet.
