Konqueror loads up the last webpage after it was forcefully killed (e.g. for Bug 207379), which will freeze again, going into a loop.

Firefox asks the user if the last website should be opened, something Konqueror did before, too, if I remember correctly.

Hmm... Konqueror already prompts you to restore a previous session if it was not shutdown properly ; so I fail to see what you are asking for here. The ability to select which one of the previous tabs should be restored ?

Starting with KDE 4.10, you will be able to choose which session to restore and which ones to discard. See http://git.reviewboard.kde.org/r/106503/.
