The context menu of the Folder View plasmoid should be the same as the context menu of the default file manager. Humans work by muscle memory and it causes many errors when objects unexpectedly move their places. The user expects that the context menu of the Folder View would be the same as that of the default file manager, as they serve the same purpose. In fact, the Folder View plasmoid is perceived as an always-open file manager.

The Folder View simply should be handled by a file manager like in Gnome, Windows, LXDE etc, so both icon appearance and functions available were the same.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
