Safari can't help w/this in any way. Basically, the issue is that frames are widgets, and it's hard to get arbitrary widgets to print right... This is also why iframes, etc., always have infinite z-index. This may get easier w/Qt4, though..
IMHO ugly frame printing would still be better than none

Firefox has a nice solution, it gives the user the choice about what "right" means. When you choose to print a page with frames, you get the following menu: Print Frames - As laid out on the screen - The selected frame (option greyed out if no frame is selected) - Each frame separately I think this would satisfy most users.

I tried with http://pelit.veikkaus.fi/ and with KDE-3.5.0_rc1 konqueror still gives an empty page to kghostview preview.
This is still an issue both with KDE 3.5.3 (SuSE Packages) and KDE 3.5.4 (from source). However, both web sites above appear not to use frames, a url from a previous konqueror issue is more appropriate: http://zebra.tky.hut.fi/~teve/kde/set1.htm

Test case provided by Ian Ventura-Whiting has moved to: http://panola.kyla.fi/~teve/kde/set1.htm Bug still current on KDE/Konqueror 3.5.8 Kubuntu/Hardy. Printing the test case above shows blank page with URL of the frameset at top.
This bug is still present in svn trunk r790203.
I can still reproduce this bug (at least when printing to PDF or PS) using both: KDE4.1.3 KDE4.2svn (kdelibs svn rev. 895869 / kdebase svn rev. 895869) } and Qt: 4.4.3 on ArchLinux x86_64 Printing each frame separately works OK
I can reproduce it in kde 4.2.4 and kde 3.5.10 using test case in #16
