When browsing using the WebKit kpart in Konqueror, none of the web browsing plugins are enabled (examples include minitools, adblock, translate web page).

Just plugins which do support the WebKit KPart do show up. Propably your packager does not have enabled WebKit support when he compiled the packages. Some of the Konqueror plugins which are in KDE SVN are already ported to the WebKit KPart.
