steps to reproduce:
drag and drop a song with unicode characters from Amarok to desktop

example:
"07-Polo Hofer-Teddybär.mp3" becomes "07-Polo Hofer-Teddyb%C3%A4r.mp3"

This should be solved now in 2.2-SVN, as we did some heavy work on the database lately. Jeff, what do you think?

No idea. It's probably not a database issue but rather an issue with the textcodec used when dragging.

Of course, since I know little about character encodings, that was just pulled out of my, erm, seat.
