It would interest me how would you show it to the user. With a message box that he has to click away? Can you at least try GNOME and tell us how exactly it works? "I have heard reports" isn't really enough. I read this bug report whilst searching for motd functionality in kdm. The idea I had for this was for kdm to display the motd in a text box at the login prompt. You could make it an option just like showing the Logo or the Clock. Not in any way annoying like xmessage.
