although i always in all kde apps set the toolbar's icon size to "small (16x16)" and even in system settings defined 16 as default, still all kde apps open up with the icons sized "default" which is 22x22 -- and not the default i set (16).

that's most notably in the open/save dialogs which for no obvious reason do not offer to set the icon size and in whoses left "Places" are the icons are again unreasonably much bigger than the already to big toolbar icons.

how the categories (desktop, toolbar, main toolbar, small icons, panel, all icons) in
system settings -> appearance -> icons -> advanced -> "use of icons"
relate to the actually used icons in applications is not obvious and why "panel" (size dropdown is disabled) "all icons" (size dropdown is empty) does not allow to select a size neither.
