When I remove a user from my contact list, an empty entry remains. Going
off- and online or restarting kopete does not help. I only tried ICQ
contacts. The emtpy contacts don't contain any information, they are
plain empty.

A screenshot of the resulting contact list entries is attached

is it only contacts from a certain group or all contacts? Would it be possible to get debug output from Kopete when you delete a contact and it doesn't work?
