I can confirm that this feature is missing in KDE 4.3 beta 2 as well. This issue is important because the RTL configuration does more than just right align. Without it one cannot properly use punctuation or mix LTR words in an RTL sentence.
Yes this is a serious problems for speakers of Persian, hebrew and Arabic languages. GTK has solved the problem for years. It's a must-have feature.
Hi, I wrote a patch against SVN head that solves the problem. The patch adds a new property textDirection() to the kpTextStyle class, adds actions on the text toolbar to manipulate the property, and changes the text drawing code so it will layout the text according to the new property. Please check it.

If I understand the problem correctly, then there is no need to have a special RTL mode for the text input. Instead, kolourpaint itself should know that it works with an RTL language and should work accordingly (and there are other bugs when doing so, e.g. resizing of the image shows the blue grabber lines on the right instead on the left)
Yes. If kolourpaint adjusts itself with the writing language,that will be great.
I can reproduce it in 22.12.3
