Splash Screen disappears during loading but are back.(blink)

After that your desktop is loaded OK ? Any other symptoms? When the Splash Screen disappears? (during what icon load) ?

Yes, after desktop is loaded OK.

"When the Splash Screen disappears? (during what icon load) ?" Yes, between loading icons: settings/internet. Next icons loading is OK.

Only the window with icons appear and disappear.

(KDE 4.1.96 (KDE 4.2 RC1)) installed from Ubuntu Packages on Kubuntu 8.10.

@Sebastian: are you using Dektop Compositing (graphics effects) ? I think this might be the cause

You're right.
If use desktop effects Splash Screen disappears & back (window with loading icons).
If off the effects [Splash Screen] no disappears.
But desktop flashes x 1

The same thing is happening to me on Gentoo. If I've got desktop effects enabled, splash screen disappears for, around half a second, but if they are disabled everything is ok. Also transition between icons is smoother when effects are disabled.
