There is no OTR plugin included with the 4.1.3 release of KDE for Windows.  There is no option to use OTR in the plugins menu.

This is up to the KDE Windows folks to handle. Until libotr is available on Windows, Kopete won't have OTR support on Windows.

I'm sorry but libotr depends so heavily on gtk libs that I'm unable to compile it on windows - we then must build nearly all base gtk libs just for this plugin.
