Version:           4.1.4 (using Devel)
Compiler:          gcc 4.2.4 
OS:                Linux
Installed from:    Compiled sources

How to reproduce:
1. Start any KDE application and maximize it's window (just to ensure it will start maximized next time). Try to close and start it again and ensure it does start maximized.
2. Start compiz (I used 0.7.8 release)
3. Start KDE application with maximized window and see that it starts fullscreen: http://s56.radikal.ru/i152/0901/db/28a005b1ea32.png (this is a screenshot of the _whole_ display).

This behavior doesn't affect non-KDE applications (even on Qt4).

For me, bug appeared in KDE 4.1.4 after upgrading from 4.1.3.

If you use Compiz, then it is Compiz's responsability to handle windows and their maximisation.
Please report the problem to the Compiz developers.

Reopen this bug.  This only happens with kde4 apps.
