pressing ctrl + shift + left or right arrows does not switch console tab.
the tab ui component seems to "rise" but the console screen does not change

Have you changed the default shortcuts to be "Ctrl+Shift+Left/Right" ? The default ones are: Shift+Right and Shift+Left
And they work OK here using:

Qt: 4.4.3 + qt-copy-patches-889120
KDE: 4.2.60 (KDE 4.2.60 (KDE 4.3 >= 20090106))
kdelibs svn rev. 908746 / kdebase svn rev. 908787
on ArchLinux x86_64 - Kernel 2.6.27.10

You are right :-)
They work great.

I was using an old habit (i guess) from kde35
although it looks as if it is half-working (like a bug)
the Tab changes but the Console's Screen content does not.

You can close it if you like :-)

I think that is another bug (already reported if I'm not wrong). Try searching for it in the bugtracker.
