Did this happens in all KDE4 apps or only inside Dolphin ?
(really strange bug)

As you can see (new window) http://imagebin.ca/view/sTkZsdz.html it varies.  In the snapshot, Dolphin has no correct menus, KolourPaint has some, and Konqueror and Konversation have all of them.

Not that I am aware of.  My locale was not set when I compile.  It's set now to en_US.

This image is interesting.  The first Dolphin is run as root, but it can't see the files in root, and it has normal menus.  The second Dolphin is run as my user, it has the No Text problem and it can see the files in /root.  Is this a pam problem?

It's a weird problem. Do you have another KDE3 installed ? 
Can you check out if this happens when a new clean&fresh user account ?

I had kde 3.5.9 installed before upgrading to 4.1.  I have since removed 3.5.9, but k3b, koffice, and konversation along with kdelibs 3.5.9 remain behind.  Currently re-emerging everything to see if that fixes things.

This looks like the old "missing ui_standards.rc" problem from awhile back.  It doesn't look like kde 4 uses that file anymore.

Closed.  I reinstalled Kde 4.1, and the problem went away.
